This digest is in the form of notes about each meeting of the Parish Council and about each Annual and Special Parish Meeting since the Council was formed in 1894. The notes give the date of each meeting and a serial number to each for future reference.

All in favour of RDC meetings being transferred from Godstone to Oxted.
Proposal: “That this parish meeting approves the proposed new road on Tatsfield Green provided Mr Joyce Thomas bears the cost of its construction by the District Council and the cost of its upkeep by the District Council for 20 years. The direction of the road to be approved by the Parish Council. This approval is subject to Mr Joyce Thomas giving an undertaking that on completion of the road by the District Council he will place at the disposal of the District Council a sum of £100, to be devoted to the improvement of Tatsfield and Westmore Greens other than the construction and maintenance of the said road”. Mr Joyce Thomas had claimed a right to make the road anyway. The Chairman spoke of a “quid pro quo” and of the road not being more than 15 feet wide.
Long discussion with quotes from Westerham Herald reports of previous meeting. Question of how much local labour would be involved - past experience with house building had not been good. £500 would be added to the value of Mr Joyce Thomas’s property - this was 24 acres and already had two openings. Suggested that Crown Road should be used. Joyce Thomas said he had already spent £1000 in development: “the only way to get the railway was by getting more houses, but would they get more houses if they prevented access to them”? One speaker asked if there was a guarantee as to the class of property to be built and ground allocated. “High class”, said Mr Joyce Thomas.

Commons Preservation Society had approved the scheme.

This might be possible since Mr Broughton - vendor of the estate - has indicated willingness to dedicate the roads to the public. Westerham signposts misleading on distances to Tatsfield.
Town Planning Scheme for Tatsfield proposed. Resolution mentions “protecting and preserving the amenities of the greens; widening the approach roads to the parish; defining the roads of the parish; and indicating future roads especially with a view to shortening the distance of the parish from adjoining towns”.

Someone had written to MWB complaining about Mr Brown supplying water to people who were short. Mr Brown said he was supplying only tenants who were “absolutely without water”. Resolved: “That this Council welcomes the steps which the R.D. Council are taking to enforce the laying on of water to some of the houses let to tenants and trusts that they will insist upon all houses let to tenants being forthwith provided with a sufficient water supply to prevent the recurrence of the disgraceful scenes experienced this year in consequence of the shortage of water”.
Mr Newell had told the DC his house was used only by cattle.

Resolved “that the District Council of Godstone be asked to consider the desirability of promoting a scheme for the construction of a road on the lines suggested from the Croydon and Westerham Contributory Road opposite White Lane, via Westmore Green, Ship Hill, Tatsfield Green and Rag Hill leading to the London, Bromley and Maidstone Main Road at the top of Westerham Hill in the county of Kent”. The typed version of a report on the scheme is attached to the minutes.

The Parish Council of Tatsfield have had under consideration the road connecting Westerham Hill with Croydon and Westerham Contributory Road at Titsey Hill.

This road forms an important means of communication between Bromley and the District South of Bromley on the one hand and Croydon and the district South of Croydon on the other. Both of these neighbourhoods are steadily growing and changing from agricultural to residential districts.

There is a motor omnibus service from Bromley to Westerham Hill and a motor omnibus service from Croydon to Tatsfield (by one of the leading London omnibus Companies) is in contemplation. Regular traffic and specially motor traffic of every description has much increased in recent years and there is every anticipation that such increase will develop extensively in the immediate future.

It is anticipated that the road would be considerably used for carrying of passengers and goods between Bromley and Croydon and the intervening districts, whilst avoiding the Metropolis the trade and the rateable value of this district would be developed and increased. The road should prove of importance for military purposes.

The road is at present narrow in many places and very steep at Rag Hill and Ship Hill. It is difficult to maintain a proper state of repair especially at Rag Hill which is a source of increasing annoyance, more especially to motor traffic owning to narrowness and many concealed corners it is a source of danger to fast going traffic and to pedestrians.

The road is capable of being concerted into a high class road at a reasonable expenditure. Several of the Land owners have been approached and have intimated their approval of the proposed improvement. It is anticipated that when this comprehensive scheme has been prepared the necessary land would be donated by the various owners. One parcel of land has been acquired by a private individual with a view to its being donated for this purpose.

It is anticipated that on the completion of the work the road would be taken over by the County Council thereby relieving the district of its cost of future maintenance.

It is further anticipated that a substantial grant would be made by the Road Board.

Mr Keeble opposed and suggested a road which would save some two miles by going down the valley direct to the Bromley Road.
Further discussion about insanitary houses and need for new homes.
Concern about increasing number of caravans and calls for steps to be taken to “suppress what is a growing nuisance”.
